They want to keep Canada, and other countries, like the Soviet Union and Iceland out of their private and somewhat deceitful plans for the north. In this cartoon Harper is finally getting a clue about the wool pulled over is sinister eyes. The boat breaking the ice means that Canada is coming here next, to repeat this superficial process. People have made accusations about his eyes, saying they shoot lasers, and other unrealistic but comprehendible comments.
